Default Front wheel bearings

I just replaced the front rotors on my 85/1 NA and I cant tell if I have the right amount of torgue on the spindle clamp nuts . I looked on clarks garage and it said the captive washer on the bearing should move with a screw driver once you tighten the nut. Then the nut is tight enough. The washers on my spindles are keyed, they dont move at all. What is plan B to set these right?

WHAT I USUALY DO IS TO TIGHTEN IT RIGHT UP TO TAKE THE SLACK OUT OF IT, THEN BACK IT OFF 1/4 TURN, AND THEN ADJUST SO THE ROTER DOESN,T TAKE MUCH EFFORT TO TURN. WHEN YOU PUT THE WHEEL BACK ON, SPIN IT TO MAKE SURE IT TURNS FREE. BUT MAKE SURE YOU TAKE THE SLACK OUT OF IT FIRST.
HOPE THIS HELPS,ITS JUST MY WAY OF DOING IT.
