A whine coming from the front of the vehcile could be any of many things, most often an accessory (power steering pump, alternator, etc, often whine loudly before failure) or an ancillary system (turbos whine too in some bad-bearing cases) rather than the engine etc. (engines themselves tend to rattle or clank, not whine). If you are certain it is not the tire or wheel bearings, etc, then I would not wait but rush it to a shop that can diagnose it properly. Probably save yourself some serious money int he long run.
